We used to have a farm type grinding wheel that was about 2 ft in diameter and a little steel knob about 4 inches from the center that fit the rod from a treadle. You had to time it when you stepped. to coincide with the knob coming around at the right time.
It seems you have some definite ideas about the treadle grinder you're planning on building. I had also toyed with the idea of casting a concrete/square holed grinding wheel but never got much past the design phase. The only ones I've ever seen/used that were worth messing with weren't belt driven, but crank driven like a piston connecting rod and used a very large grinding wheel a couple feet in diameter. They used the large diameter to get the surface speed instead of RPMs.
Growing up in the 1970s I had my grandfather next door (born 1900). He had a 3 foot (ish) sand stone foot powered grinding wheel. I love to sharpen the garden tools with it as a child. Though the wood has rotted, my dad (and I guess I) still have the wheel and the metal bits. We will be remaking the base for it during this winter.

I recognize the eventuality that I will be making a treadle soon.
